시의원 휴대전화 요금을 시민이 부담해야 할까?
용인시의회가 추경예산에 이동전화요금 855만원을 편성, 시민들의 혈세로 시의원들의 휴대전화 요금을 보조해주고 있어 논란이 일고 있다. 더욱이 시, 시의회가 뚜렷한 법적 지원근거도 없이 임의대로 휴대폰요금을 지원해 빈축을 사고 있다.
시의회는 월례회의에서 휴대전화 요금 지원에 대한 의견을 모으고 지난 7월 1차 추경예산안에 850여 만원의 예산을 편성해 의원 1인당 매월 7만5000원의 요금을 보조받는 것으로 결정했다.
시의회는 시의원들의 휴대전화 요금 보조를 위해 지난달 모 대리점에서 18대의 ‘공짜 휴대폰’을 일제히 개통해 의원들에게 지급했으며 현재 ‘010-2941-희망번호’를 사용하고 있다.
모 시의원은 “공익을 목적으로 민원인 등과 전화를 많이 한다”며 “개인적으로 쓰는 것 보다 민원인과 통화를 주로 하기 때문에 필요하다”고 말해 휴대전화 요금 지원이 타당하다는 입장을 밝혔다.
그러나 시의원들의 휴대전화 요금 보조에 대한 조례 등 뚜렷한 법적 근거가 없는 것으로 드러났으며 유급제 시행 후 충분한 논의를 거치지 않고 있는 것도 문제로 지적되고 있다.
함께하는 시민행동 예산감시운동본부 관계자는 “공과 사를 정확히 구분한다는 것은 어려운 일이며 의원들의 편의를 위한 끼어 넣기씩 예산 편성은 문제가 있다”며 “더더욱 법적 근거 없이 지원된 것은 논란의 소지가 있다”고 말했다.
또한 “유급제로 월급을 받고 있는 것은 이미 의원들의 의정활동비가 포함된 것이며 추경예산은 지자체에서 급하게 필요한 예산부터 편성하게 되는데 의원들의 휴대폰요금 보조가 시급한 사안인지에 대해서는 검토할 필요가 있다”고 지적했다.
한편 용인시도 법적 근거 없이 시장, 부시장, 국장급 이상 공무원과 부속실 직원 등에게 휴대폰 25대를 지급하고 올해 7월까지 2000여 만원의 예산을 지원한 것으로 밝혀졌다.
1인당 휴대폰요금 7만5000원을 지원하고 있지만 행정정보청구 결과 한사람에게 적게는 2만원에서 많게는 18만원 상당의 전화 요금이 지원되고 있는 것으로 나타났다.
현재 시청에서 지급되는 휴대전화 25대는 용인시 명의로 시에서 요금을 납부하고 있으며 시의회는 시의회 전화 4대와 의원전화 18대를 시의회 명의로 요금을 납부하게 된다.
